Indonesia Lowers Domestic Flight Fuel Surcharge Cap to 30%

TEMPO.CO, Jakarta -  Indonesia’s Transportation Ministry has lowered the maximum fuel surcharge for economy-class domestic flight tickets to 30 percent of the upper fare limit, following a decline in national aviation fuel prices starting August 1, 2026.

Director General of Civil Aviation at the Transportation Ministry Lukman F. Laisa said the adjustment was made after a periodic review of components affecting air travel fares.

“The move aims to maintain a balance between affordable ticket prices for the public and the sustainability of airline operations,” Lukman said in a written statement on Wednesday, August 5, 2026.

As of August 1, 2026, the average national price of aviation turbine fuel (Avtur) stood at Rp21,892 per liter. Previously, the maximum fuel surcharge allowed for domestic economy-class flights was set at 40 percent of the upper fare limit.

Lukman said the ministry regularly reviews fuel surcharge levels by taking into account average domestic Avtur prices and the price ranges stipulated under aviation regulations.

The ministry will also monitor the implementation of flight ticket pricing, including fuel surcharge components, to ensure transparency, accountability, and compliance with existing regulations.

The monitoring process will cover airline ticket prices, Avtur price movements, and whether carriers properly display fuel surcharge components separately on passenger tickets.

The Transportation Ministry has urged airlines to maintain competitive fares while considering market conditions and consumers’ purchasing power. However, airlines are still allowed to set ticket prices below the maximum limit based on their respective business strategies.

“The government will continue monitoring Avtur price movements and periodically evaluate flight fare policies,” Lukman said.
