Indonesia's Social Housing Offers Gen Z an Affordable Urban Living Solution

TEMPO.CO, Jakarta - The Chair of Indonesia's Housing Task Force, Hashim S. Djojohadikusumo, is confident that social housing developments can provide Gen Z with the opportunity to live in decent, affordable accommodation in the city, with easier and more strategic access.

"And now there's hope for the Z generation, the millennial generation, the young generation who don't have decent and inhabitable houses or apartments," said Hashim during the initial launch of the 3 Million House Construction Program in Indonesia in Jakarta on Wednesday, September 17, 2025, as quoted from Antara.

Hashim stated that, at present, tens of millions of families in Indonesia do not have decent, habitable housing. Thus, the project to build 50,000 units of social housing in the initial phase is projected to accommodate up to 250,000 people, including those who have been living in slum areas or outside major cities.

The project to build 50,000 units of social housing is planned to be constructed on land owned by PT Kereta Api Indonesia (KAI) in the Kampung Bandan area, Kemayoran, Jakarta Province.

"With this project, the impact is enormous. From the 50,000 units of social housing, we can accommodate approximately between 150,000 to 250,000 more people who currently live outside the city or in slum areas," Hashim said.

Hashim is confident that this program will be very popular because of its strategic residential location near mass transportation centers, such as the MRT and train stations. This will reduce travel time for the younger generation, while significantly improving their quality of life.

Residents will enjoy not only easy access to transportation, but also surrounding amenities such as shopping centers, Dufan (Dunia Fantasi), and entertainment centers. These features enhance the value of this social housing. The presence of these apartments also brings new hope for young people working in Jakarta, so they no longer have to travel for hours from Bogor, Serang, or Purwakarta.

"Today, we give hope to those living far away, living in Bogor, living in Serang, living in Purwakarta, living far away from the capital, who must spend one and a half to two hours every day working, and spend three to four hours every time they travel back and forth. Today, we can provide new hope," said Hashim.

Furthermore, he is optimistic that social housing will be a concrete solution for millennials and Gen Z, providing quality housing at an affordable price, while improving the living standards of urban communities.

Hashim emphasizes that this project embodies the government's commitment to making Indonesia a hopeful country where the younger generation can build a better future through access to decent housing.

"And for our citizens who are civil servants, state civil apparatus working for the central government, working for local governments, this is also an opportunity for you to buy affordable houses with your current salary. So, this is hope for all of us," Hashim added.

PT KAI and the Ministry of State-Owned Enterprises collaborated with Al Qilaa International Group (Al Qilaa), an investor from Qatar, to build vertical residences and realize the 3 million housing program for the public.

Both parties are collaborating strategically to build 50,000 residential units on land owned by PT KAI in Kampung Bandan, Kemayoran, Jakarta Province. This project is part of an integrated area of Transit-Oriented Development (TOD).

The project will bring vertical residential units in the form of smart towers, integrating modern housing concepts with supporting facilities such as schools, playgrounds, communal spaces, and smart housing systems to improve the quality of life for the community.
