Indonesia, China Sign MoU to Develop Industrial Estate in Madura

TEMPO.CO, Jakarta Indonesia and China have signed several Memoranda of Understanding (MoUs) to develop the Wiraraja Madura Industrial Estate in Bangkalan Regency, East Java. The cooperation includes the signing of an MoU between PT Wiraraja Madura International and the Guangzhou Zhanjiang Industrial Transfer Cooperation Park Management Committee, as well as an agreement for the Wiraraja Madura Industrial Estate to join the Guangdong ASEAN Industrial Park International Cooperation Alliance.

Indonesian Coordinating Minister for the Economy Airlangga Hartarto sees this cooperation as part of the efforts to increase investment between the two countries and develop new industrial zones. "Indonesia has the Two Countries Twin Parks (TCTP) program, which we will continue to promote," he said in a written statement on Thursday, August 6, 2026.

Coordinating Ministry for the Economy recorded that trade between Zhanjiang and Indonesia reached 2.461 billion yuan in 2025, a 6.3 percent increase from the previous year. To date, eight companies from Zhanjiang have invested in Indonesia through 12 projects valued at US$370 million, while six Indonesian companies have invested in Zhanjiang.

Airlangga stated that the government would continue to strengthen cooperation with strategic partner countries to accelerate the development of industrial estates, create jobs, and establish new centers of economic growth. According to him, the Wiraraja Madura Industrial Estate will complete existing heavy industrial zones in East Java—such as the petrochemical complex in Gresik—thereby fostering balanced industrial development across the region.

He also noted that the development of the area would strengthen economic ties between Indonesia and China, including the utilization of a Bilateral Currency Swap Arrangement (BCSA) worth up to US$50 billion to support trade using their respective currencies.

Through this partnership, plans have been made to develop several Chinese industrial clusters within the Wiraraja Madura Industrial Estate. These clusters will focus on sectors such as chocolate, mattresses, textiles, yarn, and other labor-intensive manufacturing industries. The development of the estate is supported by the acceleration of licensing processes by the Bangkalan Regency Government, the East Java Provincial Government, and relevant agencies.

Akhmad Ma'ruf Maulana, Chair of the Indonesian Industrial Estates Association (HKI) and President Director of Wiraraja Madura Industrial Estate, stated that the estate is designed as an integrated manufacturing hub supporting the industrial, logistics, and eco-friendly energy sectors.

Meanwhile, Zhanjiang Mayor Li Yongyi noted that Indonesia is a key trading partner for Zhanjiang and expressed hope that this collaboration would serve as a model for implementing the "Two Countries, Twin Parks" program by strengthening investment, facilitating the exchange of industry information, and developing the production capacities of both nations.
