OJK Urges State, Private Sectors to Expand Riot Insurance Ahead of Escalating Protests

TEMPO.CO, Jakarta - Indonesia's Financial Services Authority (OJK) has underscored the importance of expanding insurance coverage to include protection against riots and civil commotion.

OJK’s Executive Head of Insurance, Guarantee, and Pension Fund Supervision, Ogi Prastomiyono, said such coverage is increasingly necessary as protests in Indonesia have sometimes escalated into unrest.

Riot, Strike, Malicious Damage, and Civil Commotion (RSMDCC) insurance, often referred to as riot and civil commotion coverage, plays a critical role, according to Ogi.

“This expansion of coverage provides certainty for both public and private asset owners against losses resulting from riots or demonstrations,” he said during a virtual press conference following OJK’s Monthly Commissioner Meeting (RDKB) on Thursday, September 4, 2025.

OJK is also pushing for greater protection of state-owned assets at both the central and regional government levels through the State-Owned Property Insurance Consortium. Currently, many government-owned properties are still not insured under the scheme.

Ogi expressed hope that RSMDCC insurance will gain more traction as public awareness of risks from civil unrest grows.

“We expect business prospects for this type of insurance to strengthen in line with rising awareness,” he said.

Assessing Losses from Recent Protests

Following a wave of protests that turned violent in late August and early September, OJK held talks with players in the insurance, guarantee, and pension fund (PPDP) sectors to assess the impact.

Several public facilities and government buildings that were damaged are already undergoing replacement.

These include the Ciracas Police Sector, the High Prosecutor’s Offices in Jambi and Mamuju, the front gate of the parliament complex in Jakarta, and the DJKN Regional Office in Jakarta, which are insured under the State-Owned Property Insurance Consortium (KABMN).

Some facilities were covered by private insurers, such as the South Sulawesi DPRD Building, the Grahadi Building in Surabaya, three police stations in Slipi, Salemba, and Gunung Sari, and a hotel in Bandung.

Benefits Distributed to Victims

The Workers Social Security Agency (BPJS Ketenagakerjaan) has begun distributing accident and death benefits to protest victims, either directly to families or to hospitals treating the injured. According to OJK’s reports, there have been nine victims so far.

State insurers ASABRI and TASPEN have also disbursed accident benefits to affected members of the National Armed Forces (TNI), National Police (Polri), and civil servants.
