TEMPO.CO, Jakarta - The Indonesian Ministry of Manpower found that several companies in the Indonesia Morowali Industrial Park (IMIP) were employing foreign workers without the required Foreign Manpower Utilization Plan (RPTKA) documents. These foreign workers are using visit visas to work in the area.
The Director of Employment Norm Inspection at the Manpower Ministry, Rinaldi Umar, stated that the findings were made during an inspection of compliance with foreign worker (TKA) norms in the IMIP Morowali area of Central Sulawesi. The inspection took place from September 1 to 3, 2025, with a focus on the IMIP area managed by PT IMIP and its tenants.
"This condition is considered not in accordance with prevailing labor norms," Rinaldi said in a press release on Wednesday, 3 September 2025.
Rinaldi stated that Manpower Inspectors have directly warned companies that are still employing foreign workers without RPTKA. They have also provided several improvement suggestions to these companies. "Administrative sanctions may even be imposed according to the level of violations committed," he said.
He explained that the compliance inspection he conducted aims to ensure the use of foreign workers in the industrial area complies with regulations and provides protection for both workers and employers. According to him, the ministry is very concerned about the compliance of companies in implementing labor norms, especially regarding the use of foreign workers.
He wants to ensure that all foreign workers in Indonesia adhere to the regulations regarding work permits, job positions, and transferring knowledge to local workers. "This compliance is not just a formality, but a form of protection for the national labor market and a form of justice for Indonesian workers," Rinaldi said.
Rinaldi stated that labor inspection is not just a repressive action, but an effort to create legal certainty. Therefore, it is hoped that a conducive, harmonious, dynamic, and fair employment relationship will emerge between workers, employers, and the government. "We hope that the companies in the IMIP area will increasingly comply with the TKA utilization norms, thus becoming a catalyst for improving the competence of local workers," he said.
