Lokataru Director Named Suspect Over Post Calling on Students to 'Resist' and 'Not Be Afraid'

TEMPO.CO, Jakarta - The Jakarta Metropolitan Police (Polda Metro Jaya) has named Delpedro Marhaen, Executive Director of the Lokataru Foundation, as a suspect for incitement during demonstrations in Jakarta on August 25 and 28, 2025.

One of the grounds for his arrest is a social media post urging students to resist and “not be afraid.” Investigators analyzed several accounts linked to @lokataru_foundation, a non-governmental organization led by Delpedro.

“We have analyzed accounts on social media,” said Commissioner Gilang Prasatya, Head of Sub-Directorate II of State Security (Kamneg), during a press conference at the South Jakarta Metro Police on Tuesday night, September 1, 2025.

From the investigation, police identified six suspects connected to these accounts:

  • Delpedro Marhaen, Executive Director of Lokataru Foundation

  • Muzaffar Salim, Lokataru Foundation staff member

  • Syahdan Husein, activist with Gejayan Memanggil

  • Khariq Anhar, student at the University of Riau (Unri)

  • Two other individuals with the initials RAP and FL

According to police, the suspects incited students to join demonstrations through online invitations. Authorities also said they arrested hundreds of protest participants, many of them under 18 years old.

These invitations were posted by accounts such as @gejayanmemanggil, @aliansimahasiswapenggugat, @blokpolitikpelajar, and @lokataru_foundation.

One post used as evidence came from @lokataru_foundation. It featured a photo promoting a complaint center for students planning to join the August 28 demonstration. The caption read:

“Are you a student? Want to demonstrate? Already demonstrated? Threatened with sanctions? Or already sanctioned? Let’s fight together! #dontbeafraid.”

The post also listed a hotline number for students to report sanctions they faced after protesting.

The Jakarta Metro Police considers such posts as incitement. “An analysis was conducted on accounts that encouraged students to engage in anarchic actions, spread flyers containing the words ‘let’s fight together,’ and used hashtags like #dontbeafraid,” said Kombes Ade Ary Syam Indradi, Head of Public Relations of Jakarta Metro Police.

Ade Ary added that the accounts were also seen as encouraging minors to protest. “There are accounts that try to provide encouragement for these children to come to the field, to participate in the demonstration, and that they will be protected,” he said.

Delpedro and the five other suspects have been charged under Article 160 of the Criminal Code, Article 45A paragraph 3 in conjunction with Article 28 paragraph 3 of Law No. 1 of 2024 on Electronic Information and Transactions (UU ITE), as well as Article 76H in conjunction with Article 15 and Article 87 of Law No. 35 of 2014 on Child Protection.

Police suspect them of inciting others to commit criminal acts, recruiting or exploiting children in violent events, neglecting children’s psychological protection, and/or spreading false electronic information that caused public unrest.
