UI Explains Why Graduates Can't Bring Banners or Write on Graduation Attire

TEMPO.CO, Jakarta - The University of Indonesia (UI) has issued a regulation banning graduates from bringing posters or banners during the upcoming graduation ceremony. Arie Afriansyah, UI’s Director of Public Relations, Media, Government, and International, clarified that the rule is not intended to limit freedom of expression.

“This regulation is a standard practice applied every year for graduation processions and welcoming new students. Nothing has changed from year to year,” Arie said in a written statement on Friday, September 5, 2025.

Arie explained that several restrictions are in place solely to maintain the solemnity and smooth conduct of the event. “There is no intention whatsoever to restrict the expression of opinions, which already have their respective channels and forums,” he added.

He also emphasized that UI respects students’ civil rights to voice their aspirations, but this freedom must be exercised in line with existing rules and proper decorum.

Earlier, UI announced the graduation rules for the ceremony scheduled on September 11–13, 2025, through its official Instagram account, @univ_indonesia.

The post explicitly prohibits graduates from bringing banners, posters, or similar items, as well as attaching writings to graduation attire such as togas, birettas (caps), or other clothing. Graduates are expected to attend the ceremony neatly, comfortably, and in a solemn manner.

The announcement read: “It is prohibited to bring banners, posters, or similar items. It is prohibited to attach writings to clothing attributes, togas, birettas, or other parts,” posted on Instagram @univ_indonesia on Thursday, September 4, 2025.

Graduation Ceremony Rules:

  • Gather at Balairung and enter through the designated door on the digital invitation

  • Arrive at the gathering point at 07:30 AM for the morning session and 12:30 PM for the afternoon session (01:00 PM on Fridays)

  • Attend the ceremony in an orderly and solemn manner

  • Wear complete togas in accordance with provisions

  • Dress comfortably and decently to facilitate movement on stairs

  • Do not attach writings to clothing, togas, birettas, or other attributes

  • Do not bring banners, posters, or similar items

  • Avoid walking in and out or standing in groups during the ceremony

  • No smoking, including conventional or electronic cigarettes, on campus premises

  • Do not carry excessive belongings and follow the instructions of officers

  • Avoid disrupting the graduation ceremony
