TEMPO.CO, Jakarta - Indonesian Ministry of Communication and Digital (Komdigi) has issued a final warning to the Wikimedia Foundation to promptly complete the registration process as a private Electronic System Provider (PSE) in Indonesia. The same warning applies to all subsidiaries of the Wikimedia Foundation operating in Indonesia.
The Director General of Digital Space Supervision, Alexander Sabar, stated that if Wikimedia does not register as a PSE within seven business days, as required by law, the government will block all Wikimedia services, including the online encyclopedia ecosystem of Wikipedia Indonesia and Wikimedia Commons.
"The reason behind the ultimatum is not unfounded. Komdigi had already granted an extension to Wikimedia's request from last year," said Alex as quoted from Komdigi's website on Friday, April 16, 2026.
Alex explained that since November 14, 2025, Komdigi had sent a notification letter to the Wikimedia Foundation to register as a PSE. Wikimedia then requested three extensions before Komdigi eventually implemented limited blocking of the auth.wikimedia.org link at the end of February 2026.
Subsequently, on April 7, 2026, Komdigi invited Wikimedia to a meeting to discuss the PSE registration. However, Wikimedia claimed that it did not have a representative in Indonesia. Subsequently, Komdigi granted a final extension period of 7 days starting from April 15, 2026.
Alex stated that Komdigi will not hesitate to impose sanctions considering Wikimedia has been given a long enough deadline. "If there is still no compliance with Indonesian law, then we will take firm action such as blocking," he said.
Registration as a PSE is mandatory for digital platforms operating in Indonesia to ensure legality, protect user data, and govern the digital space. PSE registration is a strict requirement for all electronic system providers, including social media, e-commerce, fintech, and search engines operating in Indonesia.
The provisions for PSE registration are governed by the Minister of Communication and Information Regulation No. 5 of 2020 concerning Private Electronic System Providers. The regulation stipulates that failure to register as a PSE may result in sanctions, ranging from written warnings to access termination or service blocking.
According to Alex, Registration with PSE is free and applies to all platforms, whether for-profit or non-profit, including public PSEs such as the Wikimedia Foundation. "This is done to protect the public and the platform itself, in this case Wikimedia, to be legally protected," he said.
