
TEMPO.CO, Jakarta - House of Representatives (DPR) Commission I member, Ret. Maj. Gen. TB Hasanuddin, stated that Indonesian Military (TNI) Commander Gen. Agus Subiyanto’s decision to place troops on "Alert Level One" does not require parliamentary approval. The TNI issued the highest alert status amid escalating tensions in Iran and the broader Middle East.
Hasanuddin emphasized that the declaration refers strictly to soldier readiness levels. "However, if this readiness is to be utilized for military operations for war or specific military operations other than war, its deployment must obtain House approval in accordance with Law Number 3 of 2025," Hasanuddin said in a written statement on Sunday, March 8, 2026.
The PDIP politician also clarified the implications of each alert level. He described the status as a standard mechanism for preparing personnel, equipment, and logistics for various contingencies.
"Within the TNI, the term 'alert' is a method of preparing personnel, equipment, and logistics so that they can carry out tasks at any given time. There are three levels of readiness: Level Three, Level Two, and Level One," he said.
Hasanuddin explained that Level Three represents a relatively normal state. Under this condition, unit activities proceed as usual without any specific concentration of forces.
Level Two indicates a heightened state of readiness. Hasanuddin noted that typically, a portion of the force is on standby while the remainder continues with routine duties. "As for Level One, it represents the highest level of readiness," he added.
Under Level One, all troops are concentrated, primary weapon systems (alutsista) are primed, and individual logistics are finalized. Hasanuddin explained that soldiers generally prepare five to seven days of basic supplies and personnel logistics so that units are ready for immediate deployment upon command.
Hasanuddin stressed that declaring an alert status is a standard military procedure that can be implemented for various purposes, including exercises to improve unit readiness or in anticipation of assignments in specific regions.
The defense lawmaker also noted that alert levels are not always uniform across Indonesia. "The alert status can differ by region. For instance, one Regional Military Command (Kodam) might be set at Level One, while another remains at Level Two or Three," he explained.
Previously, TNI Commander Gen. Agus Subiyanto declared Alert Level One for all defense units across Indonesia. The order was issued amid the Middle East conflict escalation and confirmed by the Head of the Strategic Intelligence Agency (Bais), Lt. Gen. Yudi Abdimantyo.
"The Level One alert issued by the TNI Commander applies to the entire military, including Bais TNI," Yudi told Tempo on Saturday, March 7, 2026.
In the TNI command structure, Level One is the peak of readiness, requiring all personnel to be on standby at headquarters, fully equipped with weapons, ammunition, and vehicles to face emergency threats.
Yudi explained that the alert aims to anticipate domestic security impacts following U.S. and Israeli attacks on Iran. Those strikes triggered a response from Iran, which launched attacks on several U.S. military bases in the Middle East.
Consequently, the retaliatory strikes have impacted the security of Indonesian citizens in the region. "The TNI, as the vanguard in safeguarding the sovereignty of the Unitary State of the Republic of Indonesia, must anticipate every situation that occurs, whether global, regional, or national," Yudi said.
