TEMPO.CO, Jakarta - A concrete barrier, reportedly 2 to 3 kilometers long, has appeared along the coast of Cilincing, North Jakarta. In response, the Jakarta Provincial Government stated that the construction is not under its authority.
The Special Staff to the Jakarta Governor for Social Communication, Cyril Raoul Hakim or Chico Hakim, clarified that the permit for the barrier falls under the jurisdiction of the Ministry of Maritime Affairs and Fisheries (KKP).
"It falls under the authority of the KKP," Chico said on Wednesday, September 10, 2025.
He added that since the barrier is in the Marunda Port area, it could also be a matter for the port authorities.
Nevertheless, Chico stated that the Jakarta Provincial Government will continue to respond to complaints from local fishermen regarding the barrier. The administration hopes to provide a solution for those who are experiencing difficulties with their fishing activities because of its presence.
The politician from the Indonesian Democratic Party of Struggle (PDIP) reiterated the government's commitment to its citizens.
"Certainly, all complaints from Jakarta residents are our concern at the Jakarta Provincial Government, particularly for the Governor. We will look into the current obstacles for fishermen related to this issue, and in the future, hopefully, there will be a solution to mitigate it," he said.
A video documenting the construction of the Cilincing concrete barrier had previously circulated on Instagram, where the account @cilincinginfo brought attention to the structure.
An individual in the video described the impact, saying, "This concrete barrier on the coast of Cilincing makes it difficult for coastal fishermen to cross. It's approximately 2-3 kilometers long. So, it blocks the fishermen's usual crossing, making it difficult to find fish since they have to detour due to the existence of this concrete barrier."
Meanwhile, Ciko Tricanescoro, Head of the Coastal Rob Control and Development Division at the Jakarta Water Resources Department (SDA), stated that the barrier is not part of the National Capital Integrated Coastal Development (NCICD) seawall project. The NCICD project aims to construct barriers along the north coast of Jakarta to prevent tidal flooding.
The Ministry of Maritime Affairs and Fisheries also confirmed that the Cilincing barrier is not a part of the Giant Sea Wall project. The Ministry stated that the construction of the concrete barrier has obtained the Permit for the Compatibility of Marine Spatial Utilization Activities (PKKPRL), a formal approval required for such projects.
